The Cavalcader was conceived to be one of those extra-goofy villains by way of the old Batman TV show with Adam West. In fact, that is essentially the character background: Milton Weiner was an actor set to guest star in a campy superhero TV pilot Surelok but was fired after his method acting creeped out the entire cast and crew. Jobless and broke, Weiner's mind soon snapped and he took on the persona of the role he had been meant to play, the evil drum major known as The Cavalcader!

Kidnapping child star Zachary Elias to ensure that he would be unable to fulfill his role as the robotic ward Watt-Son, Weiner managed to get the pilot canceled and set himself up in style with a fat ransom. Unfortunately, he remained quite insane and generally targets any and all dark vigilante type superheroes, believing them to be his fictional arch-enemy Surelok.

In-game, Cavalcader is a Bane Spider VEAT. I only wish that it was possible to build a viable Bane spider using primarily ranged attacks because mixing it up in melee just doesn't seem like the guy's style. Sometimes you have to sacrifice a lot for concept in City of Heroes. Were he an actual comic character, I imagine him more hiding behind scores of minions that he forces into to wear goofy costumes - Trumpeteers, Majorettes, Color Guard, Baton Twirlers, etc. My best guess is that they would all hate his guts and he'd constantly be on the verge of the fragging of a lifetime.

His marching baton is his main bag of tricks, capable of firing acid spray, concussive beams, and whatever else he might need as deus ex machina for a given problem. It is the CoH equivalent of the Penguin's umbrellas.
